Board Communiqué March 2010

The Board of Directors met on 27 March 2010: Present: Dr Barbara Inness (Chair), Leanne Raven, Joe Balci, Dr Heather Allen, Dr Anthony Palmer, Dr Andrew McIntosh, Kristin Michaels, Beth Pitman (minutes) Apologies: Dr Elroy Schroeder

Health Reform

The Board discussed the current debate and work being progressed around development of Primary Health Care Organisations (PHCO). Recent presentations from GPV and AGPN have highlighted the work being done nationally and at State level to position Divisions to undertake the PHCO role. AGPN have recently engaged a consultancy to gather data of local health needs and geographical boundaries and have devised a methodology for recommended boundaries for the potential PHCOs. Current proposals reduce the Divisions network from 111 Divisions nationally to 45-60 PHCOs nationally.

The Board reviewed the modelling that has been drafted by AGPN. The Board took into account the size and population of the current Division and future PHCO, and also social and community needs. The Board recommends to AGPN a Victorian model of 8 metropolitan PHCOs, broadly based on Local Government Areas (LGAs).  The Board also recommends that the model for the Outer East is a PHCO encompassing the LGAs of Yarra Ranges, Knox and Maroondah, with consideration given to including Cardinia based on the size of the proposed southern metro PHCO.
